James "Jimmy" Nixon McGarfield was the largest Fourth Grade President-For-Life at Gallagher Elementary School. He first appeared in Operation: R.O.B.B.E.R.S. and made his official debut as "Fourth Grade President" in Operation: P.R.E.S.I.D.E.N.T where Sector V escorts him to a meeting at City Hall, where he plans to shorten school days and make mandatory pizza lunches. Along the way, they are attacked by Ice Cream Men and a robotic duplicate of Jimmy controlled by the Delightful Children From Down The Lane. James Nixon McGarfield is a hungry kid loves to eat lots of food. In Operation F.I.G.H.T., he sat down on the toilet after he eat too much food.

He is an very large obese boy with short messy orange-brown hair, wears large glasses, a large white fedora (hat), pink shirt underneath, black shoes, and a white coat and pants. Later, in Operation: S.N.O.W.I.N.G. his outfit changed to a large black fedora, black gloves, and a black trench coat because he had turned evil and was trying to win the of Lizzie Devine. He looks little like a gangster. He ultimately failed and was arrested, but discovered that his loyal secretary, Anna Worthington (arrested for aiding his plans), had a crush on him. In new episodes, he has a gangster's outfit, larger fedora and white necktie.

- He resembles a Arnold Ernst Toht from Indiana Jones and the Raiders of the Lost Ark.
- He also resembles a Chuckie from Rugrats, both wears glasses and red hair. But he is larger.
